The draft Program for the Canberra Leaders’ Consultative Forum is outlined below. Please note, this program is subject to confirmation and change, though it will be finalised at least one week prior to the Forum.
The Program outlines a full day of discussions between Canberra ‘leaders’, with program highlights that include an address by Ms Katy Gallagher MLA and ACT Senator Kate Lundy. The pace will be energetic, led by facilitator James O’Loghlin, and the result will be a knowledge base that will form the foundations of regional development for the ACT, to be encapsulated in the ACT Strategic Regional Plan 2011-12.

9.30 - 10.50 am: Session 1 – Contextual Overlays
This session sets up a framework for the day’s discussions and introduces the cross-cutting themes of sustainability, innovation and the geographic reality of the ACT within SE NSW. This topic will be explored within the themes of:
- Regional Development - working within a sustainability framework
- ICT and Innovation – ICT as an ‘enabler’/building on the ACT’s innovative strengths
- Geographic Reality – the ACT as a regional hub and synergies with NSW and Local governments/the RDA Fund
10.50 - 11.10 am: Morning Tea
11.10 - 12.40 pm: Session 2 – Planning and Governance
Canberra is a planned city with multiple governance overlays. Increasingly the trend towards more citizen engagement and consultation adds another layer to an already complex system, and this will be discussed in the context of:
- Developing a ‘sense of place’ in Canberra/population and housing density/the public transport challenge
- Outcomes of the Time2Talk 2030 consultation process
- The Commonwealth’s vision for the national capital
12.40 - 1.30 pm: Lunch
1.30 - 1.40 pm: Address by ACT Senator Kate Lundy (tbc)
1.40 – 3.10 pm: Session 3 – The Economy
With Canberra’s economy built around the Commonwealth public sector and the ACT Government’s income derived largely from land sales, how does the ACT sustain and develop this income base in the back of a fickle Commonwealth Government and a finite land resource? Aspects to be explored include:
- The ACT as an innovation/knowledge based/service economy
- Financial Capital sourced from trade, inward investment and tourism
- Human Capital – providing a skilled workforce to support a growing economy
- Major Industries – developing an educational hub of excellence, utilising ICT, and opportunities in the clean energy sector
3.10 – 3.30 pm: Afternoon tea
3.30 – 4.50 pm: Session 4 – Community Inclusion
Canberra is a poor place to be poor. A successful society takes care of all its citizens and there is increasing need to evolve services and facilities appropriate across the full Canberra demographic, including:
- The need to address the increasing need for health and aged care services/facilities
- To care for those in need – the disadvantaged and disabled
- To provide indigenous support and include everyone in society
- To explore affordable housing, designed to meet future needs
